BOR appoints new officials

 

Atty. Mario Victor F. Leonen, General Counsel, Office of Legal Services - Atty. Leonen was the former executive director of the Sentro para sa Tunay na Repormang Agraryo (SENTRA). He also served as technical consultant of the Senate Committee on Natural Resources and was vice chair of the Friends of the Earth International and the Metro Manila Chapter of the Free Legal Assistance Group. He was convenor, coordinator and team leader of various projects on the environment and those that involved the indigenous groups. Currently, he teaches at UP and the Philippine Judicial Academy. He is also the director of the UPCL Office of Legal Aid, executive director of the Legal Rights and Natural Resources Center, Inc., co-chair of the UPCL Electronic Law School Project, and legal counsel to indigenous peoples and peasant communities. Atty. Leonen holds a Bachelor of Laws and a BA in Economics, magna cum laude, from UP.

 

Atty. Celina L. Salcedo-La Viņa, Deputy General Counsel for Corporate Affairs - Office of Legal Services Prior to her appointment as deputy general counsel, Atty. La Viņa was the university legal counsel of the U.P. System. She also worked as internal legal counsel for the Landco Group of Companies and its subsidiaries, assistant vice president for legal affairs at the Gateway Group of Companies, and an entrepreneur at the Realstar Development Corporation. Currently, she is the legal consultant of the Asia Rice Foundation, Inc. Atty. La Viņa holds a Bachelor of Laws from UP and a BA in Journalism from the University of Santo Tomas.

 

Atty. Evelyn (Leo) Battad, Deputy General Counsel for Judicial Affairs, Office of Legal Services - Atty. Battad was the former commissioner for policy agenda of the Presidential Commission for the Urban Poor. She also served as education officer of the Free Legal Assistance Group, legal consultant of the Office of Senator Wigberto E. Taņada and legal officer of the Associated Bank. She was managing partner of the Maravilla, Battad, Cruz and Goyena Law Firm, and associate attorney at the Dominguez and Fortuno Law Office and the Ambrosio Padilla, Mempin Reyes and Iguidez Law Offices. At present, Atty. Battad engages in solo practice at the Battad Law Office and is supervising lawyer of the Bantay Katarungan Project of the Kilosbayan. She also teaches at the UPCL, De La Salle University and St. Joseph's College. She is also a board member of the Streetchildren Development Center, Inc. Atty. Battad holds a Master of Laws from Yale University and a Bachelor of Laws from UP. She also has a BS in Foreign Service and Political Science from UP.

 

Atty. Julia A. Reyes, University Legal Counsel, Office of Legal Services - Atty. Reyes served as litigator at the Office of the Solicitor General. She was a former committee secretary of the House of Representatives Committee on Good Government. She also worked as Court Attorney at the Court of Appeals and was the legal consultant/researcher to Senator Wigberto Taņada and Judge Felimon Mendoza, respectively. She also taught History, Political Science and Philosophy courses at the UPCM, the UPLB, the PSAS and at the Maryknoll College. At present, she is the president and chief executive officer of Kislap-Diwa, Inc. Atty. Reyes holds a Bachelor of Laws and a Bachelor of Arts, cum laude, from UP.
Dr. Angelito G. Manalili Dean, College of Social Work and Community Development (CSWCD) - Dean Manalili worked as provincial development coordinator of Bataan. He also served as consultant of the Bureau of Local Government Development of the Department of Interior and Local Governments (DILG) and the Economic Development Foundation on Provincial Development Planning and Community Development. Currently, he teaches at UP and is a visiting professor to regional state colleges and universities. He also serves as resource person in short-term courses and training programs on community organizing, participatory project development and management and participatory management. Dean Manalili holds a Ph.D. in Philippines Studies from UP, a M.A. in Public Administration from the University of Manila and an A.B. in Political Science from the University of the East.

UP MANILA

 

Dr. Marilou G. Nicolas Dean, College of Arts and Sciences - Prior to her new appointment, Dr. Nicolas was the chair of the Department of Physical Sciences and Mathematics. She was formerly college secretary, member of the Academic Personnel Committee, and has been coordinator of the Science Technology Society and adviser of the UP Biochemical Society. She was also a recipient of the Outstanding Faculty Award and the R.S Benedicto Professorial Chair. Dr. Nicolas holds a Ph.D. in Molecular Biology and Biotechnology and a M.S. in Biochemistry from the University of the Philippines.

 

 

Dr. Juan Pablo R. Naņagas Director, Philippine General Hospital - Dr. Naņagas was a former consultant and project leader of a DOST project on Capacity Building for the Pharmaceutical Industry. He also worked as deputy team leader and public administration specialist at PRIMEX, corporate vice president of the Synectic Development and Management Corporation, and undersecretary of the Department of Health (DoH). At present, Dr. Naņagas is the vice chairman and training coordinator of the UP- PGH Department of Ophthalmology and head of the Cornea Refractive Surgery and Contact Lens Section. Aside from a degree in medicine, Dr. Naņagas also holds a Masters in Public Health.

 

UP LOS BAŅOS

 

Dr. Corazon B. Lamug Dean, College of Arts and Sciences - Prior to her new appointment, Dr. Lamug was the associate dean of the College of Arts and Sciences. She was also the former president of the Philippine Sociological Society. She also served as coordinator for Agricultural Sciences, Japan Society for the Promotion of Science Bilateral Agreement, and Women's Studies Association of the Philippines for Luzon. Aside from teaching, Dr. Lamug also does consultancy work and performs administrative duties as vice president of the Asia-Pacific Sociological Association, board member of the Philippine Sociological Society, and coordinator of the Southern Tagalog Studies Program and Bicol Studies Program, respectively. Dr. Lamug holds a Ph.D. in Sociology from the University of Illinois and a B.A. in Psychology from UP. Very recently, she received a Professorial Chair in Sociology from the Metro Manila Commission.

Dr. Candida B. Adalla Director, Office of Student Affairs - Dr.Adalla specializes in economic entomology, insect pest management in rice, legumes and eggplants, and women in agriculture. She is the founding member of the International Federation of Women in Agriculture based in New Delhi and a member for life of four professional and honor societies. Among her numerous awards, most recent was the L.B. Uichangco Outstanding Entomologist Award given by the Philippine Entomologists, Inc. Dr. Adalla holds a Ph.D. in Entomology and a BS in Agriculture from UPLB where she has taught since 1974.

UP Webmasters meet in systemwide conference

 

Webmasters from the various units of the University of the Philippines gathered last December 6-8, 2000 in a systemwide conference aimed at unifying a digital standard for the UP System and its constituent units.

 

Dubbed the first Webmasters Conference, the event focused on finding ways to integrate the state university's online information process through supervision and coordination of the various information offices with the Web Development Committee (WebCom).

 

"Content is not enough," says Assistant Vice-President for Public Affairs Teresita G. Maceda who chairs the UP WebCom. "If UP is to respond to the challenges of this age of information technology, then we must unify our efforts by following a particular standard."

 

Dr. Maceda referred to the recently formulated UP World Wide Web Policies patterned after internationally-recognized guidelines of various US universities. Since academic units and administrative offices are responsible for content, links and images on their official websites, the UP Web Policy ensures that the university's official webpages conform to the institutional laws and standards. It calls on each department not only to be consistent with the University's mission and standards but also to exert all efforts to keep information and links up-to-date.

 

Webpages of the constituent units are also encouraged to follow design guidelines to ensure usability and accessibility of information for all site visitors. According to resource speaker Fatima Lasay, it is not enough for webmasters to promote their units' unique missions but to do the same following the basic rules of online publishing. Lasay, a lecturer at the UP College of Fine Arts, has long been in the business of developing award-winning websites and is a popular figure in mainstream Philippine digital art.

 

To ensure this thrust, participants were oriented to the basics of Macromedia Dreamweaver as a digital tool, the usability of the University's own online discussion board, and practical techniques on scripting and HTML authoring.

 

The participants, composed of two representatives from each of UP's seven autonomous units, were mostly information officers and technical staff of their respective units' information offices. They were: Pat Estopace of UP Diliman, Ariel Betan and Oliver Romero of UP Manila, Harold Grande and Bonifacio Bacani of UP Los Baņos, Nilo Araneta and Francis Dimzon of UPV Miag-ao, Francis Talam and Renante Manlunan of UPV Cebu, Marcelina Lerios and Allan Benito of UPV Tacloban, Wilbert Jay Almoro of UP Open University, Celeste de Vera and Glendale Yap of UP Mindanao, Joel Addawe and Aurea Perez of UP Baguio, Erlinda Bagtas of UP San Fernando, and Bart Ortega of the UP System Information Office. House approves UP Budget 2001

 

The House of Representatives recently passed on third and final reading the proposed UP Budget for year 2001.

 

The approved budget amounting to 3.86 billion pesos is the main subject of HB 11995 passed on final reading. The amount, however, is only half of the original figure that UP asked from the Department of Budget and Management. The amount is only slightly bigger than last year's budget figure of 3.65 billion, which was approved but was eventually cut down in the Senate.

 

The national budget - which includes the proposed allocation for state universities and colleges - is currently facing deliberations in the Senate. Once approved, a bicameral discussion will be scheduled for its passage.

 

In related developments, members of the UP community led by President Francisco Nemenzo attended Jan. 9 the first hearing for UP's proposed budget for the year. Vice-President for Academic Affairs Dr. Maria Serena Diokno made the presentation to Senate Finance Committee Chair Senator John Osmeņa. But unlike the tediousness of last year's budget presentation, the budget proposal passed on smoothly this time with Senator Osmeņa asking only minor clarifications. The senator was particularly concerned as to why UP cannot seem to address the issue of equity in its enrollment data and apply the same to address the issue of the University's financial survival. He cited as an example the ratio of UPCAT passers coming from well-off families with those coming from the marginalized sectors of society. He also suggested the implementation of several financially-viable alternatives for UP such as the collection of parking fees from students and the commercial use of the University's idle estates. Senator Osmeņa even promised to return to UP the 110 million pesos slashed from last year's budget figure.

 

The final approval of UP's budget for the year is scheduled sometime in February. (Alicor Panao)
