Policy
Matters
Proposed
Revision of the Rules on Honorific Scholarship (Art. 383 of the
University Code)
“Art.
383. In addition to the general average grade prescribed in the
preceding two articles, a student to be eligible for a university
or college scholarship
- Must have taken during the previous semester not less than 15
units of academic credit or the normal academic load prescribed
in the curriculum; provided, that in the case of a student enrolled
in graduate schools or colleges the normal load is not less than
eight units.
- Must
have no grade below “3” in any academic or non-academic subject.
Honorific scholarships do not entitle the holders to any tuition
fee waiver, either partial or full.
Policy guideline
in connection with the implementation of the Revised General Education
Program (RGEP) to the effect that “While all students under the
RGEP will have a free choice as to the GE subjects they may take
(15 units each from the domains of Arts and Humanities, Social Sciences
and Philosophy, and Mathematics, Science and Technology) those indicated
by the Office of Admissions as needing the Summer Bridge in math
and/or English will be required to take Math 2 and/or English 1
which will be credited as part of the 15-unit requirement in the
MST and/or Arts and Humanities domain, effective First Semester
2003-2004.
Math 2 and English 1 shall take the place of the Summer Bridge Program.
Proposal
of U.P. Visayas to allow first year students to shift to other programs
after completing 15 units
The
proposal was approved by the U.P. Visayas University Council at
its 66th meeting on 7 December 2002. The same proposal has been
approved by the Board of Regents at its 1164th meeting on 25 September
2002 for U.P. Manila and for U.P. Mindanao at its 1165th meeting
on 31 October 2002.
Waiver of
the rule on sabbatical in favor of Dr. Nestor S. Pareja, professor
of surgery and former U.P. Manila Vice Chancellor for Planning and
Development, to enable him to go on sabbatical for the period 1
November 2002 to 31 October 2003.
Dr.
Pareja requested exemption from the provision of the rules on sabbatical
that “in no case shall the sabbatical be granted within two years
before the faculty member’s 65th birthday. He will be 63 years old
in February 2003.
Dr. Pareja
could not go earlier than the said period because of his administrative
assignments in the College of Medicine and in U.P. Manila. This
is the first time that Dr. Pareja will go on sabbatical in his 37
years of continuous service to the University.
Memorandum
of Agreement (MOA) entered into by and between the University of
the Philippines and the Manila Water Company, Inc. (MWCI)
The
MOA provides for the improvement of water and sewerage services
of the MWCI to the U.P. Diliman Campus and the development of a
joint training program for engineering students.
The MWCI
shall, at its expense, construct, install, operate, manage and maintain
the Sewerage System and the Science and Technology Park (STP) at
the STP area to service the requirement of the U.P. Diliman Campus,
including the STP which will be developed by U.P. It shall bill,
collect and receive payments from U.P. and/or homeowners/locators
in U.P. Diliman for sewer charges, the rates of which shall be in
accordance with the Concession Agreement. The rates of sewer charges
to be billed or collected from U.P. and/or the homeowners/locators
in U.P. Diliman will only be made upon consultation with the University
and subject to final approval by the BOR. The sewer charges shall
be incorporated in the MWCI water bill commencing from the date
of the commissioning of the Sewerage System and the STP.
Financial
Matters
Increase
of honoraria rates of faculty teaching in the MBA Program of the
U.P. Diliman College of Business Administration effective on the
Third Trimester, January 2003.
The
current honorarium will be adjusted by the following multipliers,
keeping the same rank and class size structure: Day (MBA, MS Finance,
and Ph.D.) x 1.50; 6:30-7:50 pm classes x 1.75; and 8:00 to 9:20
pm classes x 2.00.
This adjustment will result in total annual honoraria of P1.379
million chargeable against the Course Development and Teaching Enhancement
of the Graduate Tuition Trust Fund.
The increase
does not close but only narrows the gap of compensation rates of
U.P. MBA professors relative to their counterparts in Ateneo de
Manila University, De La Salle University, and Miriam College.

matters
Graduation
of students for various degrees/titles from the different schools
and colleges of the University System as of the First Semester 2002-2003
or as of the end of the semester/term indicated, as approved by
their respective University Councils (UCs).
Memorandum
of Agreement entered into by and between U.P. Diliman and the National
Museum of the Philippines on academic personnel exchange
On
request of the University, the Museum shall permit its experts in
recovery maintenance and preservation, and exhibit and display of
natural and cultural resources as may be needed, to serve in the
former on a “consultancy” basis in such capacity as may be desired
by the University, subject to the rules and procedures of the University.
Museum personnel serving the University shall be given reasonable
compensation by the latter institution, which is commensurate to
the task performed and in accordance with the latter’s salary administration
plan, policies and rules; provided that the experts or academic
personnel given assignments at the University be appointed thereat
to ranks not lower than those they occupy in the Museum.
The agreement
shall take effect upon the completion of the signature of both parties
and shall remain in force for three years.
