Policy Matters
Reorganization of the UP College Baguio and the Establishment of the University of the Philippines Baguio as the 7th Constituent University of the UP System
Upon the motion of Regent Sarmiento duly seconded by Regent de Jesus, the Board APPROVED the reorganization of UP College Baguio and the establishment of the University of the Philippines Baguio as the 7th constituent University of the UP System.
The President appointed Dean Priscilla Supnet-Macansantos as Acting Chancellor, until the appointment of a regular Chancellor by the Board of Regents.
UP Baguio will sustain its lead position in the delivery of tertiary education in the north. It will continue to nurture and develop innovative programs in the arts and sciences and develop the niche it has created over the past decades in Cordillera Studies.
The University shall have the following academic units: the College of Arts and Communication, the College of Science, and the College of Social Sciences.
UP Baguio shall have a Chancellor who will be assisted by two Vice Chancellors: the Vice Chancellor for Academic Affairs and the Vice Chancellor for Administration. The Chancellor will also be assisted by the Director for Student Affairs, the Director for Public Affairs, the University Legal Counsel, and the Budget Officer.

Further Modification of the Grant of Administrative Load Credit (ALC) to Faculty Members Holding Administrative Positions
At its 1142nd meeting on 26 May 2000, the BOR approved the proposed modifications on the ceilings of the total Administrative Load Credit (ALC) for faculty members holding administrative positions. The present system allows for a ceiling in the grant of ALC, resulting in the assignment of different ALCs to the same administrative positions.
To further rationalize the system, the BOR approved to fix the ALC granted to the faculty as follows:
Twelve (12) units for the President, Vice Presidents, University Secretary, Assistant University Secretary, Chancellors, Assistant Vice Presidents, University General Counsel, Vice Chancellors, and PGH Director;
Nine (9) units for the Faculty Regent, Deans, University Registrars, System Directors, and Directors of Principal units; and
Six (6) units for the Assistant Directors of System Offices, Constituent University Directors, Directors of Sub-units, Directors of National Centers of Excellence and High School Principals.
For the following positions, the ALC shall be determined by the Chancellor:
Three to six (3-6) units for College Secretaries, Associate/Assistant Deans, Chairpersons of Divisions/Departments; and
One to three (1-3) units for faculty members with regular administrative duties not included above (e.g. coordinators, assistant chairs, deputy directors, assistant college secretaries, student relations officers.)
A faculty member appointed to two or more academic administrative positions other than those specified under the first group (President, Vice Presidents, etc.) may be granted the ALC for the said positions provided that the total ALC shall not exceed nine (9) units. The appointee, however, shall be entitled to receive the honoraria fixed for the positions to which s/he is appointed, subject to pertinent COA rules (e.g. No One may receive honoraria exceeding 50%, in the aggregate, of his/her basic salary.)
The President, Chancellors, as the case may be, shall be authorized to assign ALCs to other positions as they deem necessary.
With the approval of this proposal, all schedules and guidelines governing the grant of ALC to academic administrative positions shall be deemed modified or repealed accordingly.

Amendments to the Incentive Package for Visiting Faculty and Staff to UP Mindanao from other UP campuses, who will be assigned on a full-time basis, for at least one semester but not more than two academic years, approved by the BOR at its 1160th meeting on 23 May 2002
Home visit allowance in the form of four free round trip transportation costs, to be enjoyed anytime of the year.
Faculty/Staff who would like to eventually decide to transfer to UP Mindanao can only enjoy a total of three (3) years incentive package, inclusive of the two-year visiting professor privilege. They will no longer enjoy the home visit allowance.

Financial Matters
Reprogramming of Prior Savings of the UP System Administration for UP Modernization and Other Priority Projects in the Total Amount of P80,316,323.67 certified as available by the UP System Administration Chief Accountant.
Any obligation/disbursement that will be made against this appropriation shall be subject to the usual accounting and auditing rules and regulations.

Granting of Merit Incentive Award to All UP Personnel for CY 2002
The merit incentive award is given annually to all UP personnel. This is one of the University’s ways of recognizing the efficient and dedicated service of its workforce.
The Board authorized the President to determine the amount to be given, taking into consideration the financial capability of the Constituent Universities (CUs).
