UP Faculty and REPS Development Program

OVPAA-1The UP System Faculty and REPS Development Program (FRDP) takes the place of the UP Expanded Modernization Program–Doctoral Studies Fund. It includes fellowship programs for PhD and Master’s as well as for the recruitment of foreign-trained PhD faculty. The inclusion of REPS is expected to hasten the number of academic personnel with master’s and doctoral degrees. Five to ten slots have been reserved in each of the CUs for their respective niches for these study grants and recruitment programs. The FRDP includes the following:

A. PhD and Master’s Fellowship Program for faculty and REPS.  Priority will be given to PhD and MS fellowships directly aligned with the niches of each of UP’s constituent universities, as well as support for MS/PhD sandwich programs to enable the pursuit of theses/dissertations in foreign universities.  The length of a PhD Fellowship that can be enjoyed is up to five years.  The program supports tuition, salary, hiring of a teacher substitute, as well as access to a start-up grant of up to P2.5 M upon completion of the PhD.  For foreign study, the roundtrip airfare and living allowance would also be covered.

B. Distinguished Artists-, Scientists-, and Academics-in-Residence.  Four to eight “eminent/renowned/expert” writers, musicians, artists, scientists, engineers, or academics based abroad, either Filipino or foreign, who may spend 6 months to a year “in residence” in a host unit, to hold graduate/masters classes, mentor young faculty and graduate students, conduct seminars, hold performances, and collaborate with faculty on publications or other output.  Support is provided for air travel, rental for decent housing, local transportation, a full living allowance, office and work space/facilities, materials required for various activities and events, publicity, etc.  Nominations will be screened and the awardees will be monitored by a committee to be formed.

C. Visiting Professor Program.  Under the UP Visiting Professor Program, experts based in academe, government or industry, may apply to visit UP to undertake team teaching, graduate mentoring, seminars, lectures or research collaboration with a host unit.  The durations may extend for periods of 2-3 weeks, 2-3 months, or 6 months to a year.    The program covers round trip airfare, and a living allowance to be augmented by the host’s project.

D. Balik-PhD Program.  This is part of “a massive campaign to recruit Filipino PhDs and postdoctoral fellows abroad to return to the Philippines and become UP faculty”.  Returning faculty with PhDs from foreign universities would be offered a start up research grant and other opportunities for sustaining the research through competitive grants.  Under this Foreign-trained PhD Faculty Recruitment program, a fair and attractive faculty rank would be offered depending on the number of high quality publications and other qualifications or output.

E. Honor Graduate Faculty Fast Track Program.  Under this program, summa cum laude UP graduates recruited to teach in UP would have the rank of Instructor 5, magna cum laude graduates Instructor 4, and Instructor 3 for cum laude graduates.  These honor graduate faculty would enjoy close mentoring by senior faculty, and also enjoy access to the ECWRG grant (for instructor 4 and above).

F. Short-term Travel Grants for Foreign Postdoctoral Stints or Training.  Academic staff who wish to undergo training or undertake projects in foreign universities for up to 2 months may request for support for travel and living expenses.

G. Externships and Workshops within Industry. This covers the organization of workshops to explore linkages with industry especially for UP’s mature technologies and other output ready for uptake by industry and SMEs.  Externships of faculty and students in these private companies as well as training and promotion of entrepreneurship among students and faculty will be supported.
